Historical Timeline

2022

The Film Arts Council, operating under the Ministry of Culture, Sports, Tourism and Youth, together with its working office, was established under Resolution No. 90 of the Government of Mongolia dated March 2, 2022, and began operations on April 15, 2022.

Established at a historic moment for the development of the sector, the Film Arts Council acts as a hub linking the state, society, economy, education and cooperation: providing input on policy and draft decisions for the film industry, issuing filming permits to foreign individuals and legal entities, and giving opinions and conclusions on projects financed by the support fund and on production cost rebates. The Council exercises a broad range of authorities in carrying out these functions.

Organizational Structure

Council members are appointed and selected in accordance with the “Procedure for Nominating the Chairman and Members of the Film Arts Council,” approved as Annex 1 to Government Resolution No. 90 of 2022. Pursuant to Article 9.3 of the Law on Supporting the Film Industry, the chairman and no fewer than 30% of members are appointed from representatives of state bodies in the fields of culture, intellectual property, budget and finance, while 7 members are appointed through open competitive selection. The Council has a working office responsible for ensuring day-to-day operations. Through bilateral and multilateral agreements, memoranda, and cooperation contracts, it strengthens international collaboration and domestic competitiveness in the film sector.
